Who Nakheel is
Nakheel is the Dubai Government master-developer founded in 2000 and best known for Palm Jumeirah, the artificial island that became the city’s most recognisable address. In 2024 Nakheel was brought under Dubai Holding, the investment group controlled by Dubai’s ruler, and it now sits within Dubai Holding Real Estate alongside Meraas and Meydan. Its portfolio includes Palm Jumeirah, Jumeirah Islands, Jumeirah Park, The Gardens, Discovery Gardens, International City, Deira Islands, now Dubai Islands, and Palm Jebel Ali, whose revived masterplan was approved in 2023.
Signature projects
Palm Jumeirah needs little introduction: its frond villas, the Atlantis resorts and the branded towers along its trunk define Dubai’s waterfront market. Palm Jebel Ali is the successor, roughly twice the size at 13.4 square kilometres, with 16 fronds, around 91 kilometres of beachfront, about 2,000 villas and sites for some 80 hotels. Nakheel has released the fronds in stages since 2023, most recently a limited collection of 44 beachfront villas on Frond F in August 2026, and Dubai Islands is its second large coastal masterplan under way.
What buyers should know
Nakheel has a complicated history. Palm Jumeirah was delivered, but the original Palm Jebel Ali was halted after 2008 and the company was restructured. Its position inside Dubai Holding since 2024 changes the picture: funding and governance are now those of the Dubai Government’s principal investment group. Buyers should still read the record carefully. Dubai Land Department inspection reports in late 2025 and early 2026 placed the most advanced Palm Jebel Ali villa projects in the low twenties per cent complete, with completion dates listed between late 2027 and 2028 and infrastructure due to finish first. The island will be a working site for years. Payment plans on the fronds have been construction-linked with instalments through to handover, and sales sit in DLD escrow. On the positive side, the median villa price on Palm Jebel Ali has been well below Palm Jumeirah’s, and transaction volumes have been strong, which gives a buyer both a discount to the established island and a liquid market to exit into.

How Renaissance advises on Nakheel launches
Renaissance treats Palm Jebel Ali as a legacy purchase rather than a quick trade, and advises accordingly. A client receives a dedicated advisor who follows each frond release and the DLD progress reports, can explain the difference between frond positions, tip plots and orientation to sunset and skyline, and will be plain about timing. We register clients ahead of releases, help them choose the frond rather than merely the villa type, and advise in parallel on resale villas on Palm Jumeirah for those who prefer a finished island.
